TopicVerge HEIC converter — third-party notices

The unmodified libheif-1.23.5.js is copied from heic-to 1.6.5,
src/lib/libheif-without-unsafe-eval.js (USE_UNSAFE_EVAL=0).
It contains libheif 1.23.5 and libde265 1.0.16, built to JavaScript.
It is loaded as a separate, replaceable module by the conversion worker.
TopicVerge's application code does not modify this module.
